 1. Construction Management
1. A deposit must be paid to the FMC against damages and rubbish disposal. Access to the site will not be permitted until this deposit has been paid. Two Yuan per square meter per shell scheme stand. Five Yuan per square meters per special design stands. 
2. The Licensee shall contact relevant contractors or forwarders to make arrangements for providing services of  renting display furnishings, exhibits delivery and freight movements, fascia boards making.
3. The Licensee shall name one experienced contractor as its officially appointed contractor, who shall be responsible for the set-up of shell scheme stands and the administration of raw space stands construction. The  name and its detailed address information of the contractor shall be submitted to the FMC for approval.
4.The Layout Plans, Electrical Installation Plans, authorized contractors together with contact names shall be submitted to the FMC.
5. Temporary Working Badges will be prepared according to the list of names given by the forwarders and contractors together with the copies of the identity cards of the persons require access to the Center during the move-in and move-out period and a deposit of ten Yuan per card . For security reasons, all the personnel are requested to wear their passes while in that hall for the duration of the move-in and move-out period.
7. Contractors shall assign one person to be in charge of on-site operation. The name of the authorized person shall be submitted when preparing the Working Badges. Contractors shall provide training courses to its staff on safe work, laws and regulations. The GDE will put the contractor responsible if any accident happens. On occasions of accidents, immediate notice shall be given to FMC's field management personnel.
 2. General  Regulations

1. The cost to setup, construct and dismantle stands shall be covered by the Licensee, and the above-mentioned applications shall not cause any disturbance and damage to the other concurrent events holding at the Center.
2. Layout Plan approved by the Fire and Safety Authority, or Relevant Authorities shall be strictly followed. No alternations shall be made if no permits in writing have obtained.
3. Stands construction, setting up or fitting work in the Foyer is subject to the writing approval from the GDE.
4. Inflammable, explosive, radioactive articles are not allowed to be used. Cigarette smoking is prohibited. Failure to comply will result in a warning of correction be issued by the GDE and the contractor will be fined.
5. Welding, paint spraying and metal cutting are not allowed during the duration of the move-in period.
6. For Safety reasons, electrical Installations shall be in accordance with all applicable rules and regulations and codes of practice. The following rules shall be observed and enforced:
        1) ALL electrical installation work shall be carried out by the licensed technicians of the GDE's authorized contractors and shall be subject to the directions by the GDE's authorized technicians.  
        2) Exhibitors are not allowed to carry out electrical installation work on their own; neither unauthorized connection to the Main Supply of the GDE is accepted. The GDE will not supply electricity to any of those installations.
        3) Where the power consumption is in excess of 1,000 W, the circuit shall be arranged to be suitable for connection to a 3-phase supply.
        4) Wiring shall be 3-phase and 4-cord .
        5) All electrical wiring shall be tough overall sheathed or armored or enclosed in protective conduit, trunking or cladding. Wiring might be PVC Elastomeric or other plastic sheathed cables. Using zip cords, two-wire cords, latex cords, plastic cord shall not be allowed. Joins shall be made by block connectors. All wiring overhead passages or gangway shall be firmly and adequately fixed and protected by guarding equipment.
        6) No multiplugins shall be allowed to be used。
        7) All outdoor lighting appliances, apparatuses shall be water-proofed.
        8) Incandescent lamps and other apparatus or appliances with high temperature surfaces shall be subject to the test and approval by the GDE. No flashing / blinking lights or neon lights will be permitted.
        9) Installations shall be inspected and tested by the GDE's authorized personnel. Where found to be satisfactory, the installation will be connected to the electricity supply and energized.
        10) The GDE has the rights to stop electricity supply to any installations which are or likely, in the GDE's opinion, to have an adverse effect on the GDE's facilities and the installations of other exhibitors.
7. All temporary structures shall be at the minimum 0.8 meters away from the walls of the Center.  Rows of stands shall not exceed 21 meters in length. All aisles shall be of a minimum width of 3m. Where pillars locate, the aisles shall be at least 3.5m wide.

8. Stands position shall be marked out on the floors using chalks or tape with prior permits from the GDE. Other means of marking are not acceptable.  The Licensee shall be liable to meet the costs incurred for the clearing of the marks on the floor caused by non-acceptable means of marking.
9. No glues shall be used on stone floors and walls. All carpets and floor coverings shall be affixed with double-side tape. All the tape used for this purpose shall be removed at the time of move-out.
10. Any part or parts of exhibits, signs, logos, decorations shall be places in the gangway or Public Circulation Area.
11. No pictures or advertisement shall be affixed to walls or any other parts of  the structure of the Center. The repair of these damages will be conducted by the GDE at the expense of the exhibitors / contractors / Licensee responsible. 

  3. Raw Space Decoration Regulations
1. To ensure compliance with the Relevant Legislation and Regulations, Layout plans shall be submitted to the FMC for approval and shall be to a reasonable scale and not less than 1:100, and they shall be fully dimensioned.   Drawing shall include plan, left side, front illustrations. The GDE will deny access to the Center should failure of submission of drawings occurred.
2. Multi-storey  structures are not recommended. For structures exceeding 5m, prior approval shall be obtained from the FMC.
3. The suspension of stand fittings or lighting fittings for exhibition stands from the ceiling structure of the Center will not be permitted unless GDE's prior approval is obtained.
4. All material used in display construction or decorating shall be made of fire retardant materials and be certified as flame retardant. Fire-proof painting shall be sprayed on the surface of wooden structures. For the safe display, the structures shall be strong and secure.
5. Internally lighted lightboxes must be constructed of approved materials and wired in approved type cables (not flexible cords) and adequately ventilated.
6. The maximum height of structures within 10m distance from the air conditioner ventilator shall be 3.8m.
7.For compliance with fire and safety regulations, enclosed structures shall keep 2 exits of 3m in width.
8. No structures shall be constructed under fire curtain. No suspension of articles to the sprinkler system or lamps of the GDE's shall be allowed. Clear access shall be maintained to fire alarms, extinguishers, fire hydrants, fire exits and gangway at all times.
9. The removal of oil spillage, paints and other liquids from the floors and walls of Center shall be carried out by the GDE at the expense of the Licensee.
10. Where a stand is decorated with water, sand, soil, turf or similar material, a suitable insulating material of sufficient thickness shall be covered on the floor. Exhibitors shall make appropriate arrangements to ensure the safety and cleanness of the Exhibition Halls. 
11. No fixtures of any kind shall be made to the structure of the GDE. No nailing, drilling, painting or fixtures of any kind are allowed on the floor, ceiling, pillars or any hall structure. The Licensee will be fined 2 to 5 times of the original prices of the items which are suffered from damage caused by the above applications.
 4. Move-out
1.Any exhibit shall be moved-out with the Exhibits Releasing Passes.
2.The Licensee shall remove all the materials including stands or other set-ups, exhibits, empty cartons, wooden creates, rubbishes, etc. The deposit against damage and rubbishes will be refunded to the satisfaction of the FMC.
  5. Paint Spraying
The GDE will permit with prior arrangement as agreed with the Licensee the use of paint sprayers provided that:
(a) Main paint spraying work is done before move-in of exhibits and decorations. Only painting work of mending and embellishment nature is carried out while adequate arrangements are made by the operator.
(b) Paining should be done at ventilation entrance.
(c) Paint must be nonpoisonous.
(d) The floor where paint spraying is operated is covered with clean plastic lamina or other cover.
(e) Painting should not be done near the vertical structure, e. g. wall.
(d) Paint should not be washed within the halls.
Any paint deposited on the floors, walls, columns or any part or parts of the Center or the Center's facilities or equipment in the course of decorating exhibition stands of other set-up, etc. or by spillage or any other means will be removed and made good by the GDE at the expense of the Licensee.
 
 
Interpretation of the Rules and Regulations shall rest with the GDE
